I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 26th August, forwarding the draft of a reply which Sir E. Grey proposes to address to the United States Ambassador with regard to the proposal of the United States Government for the participation of this country in the Opium Conference to be held at The Hague.
In reply, I am to state that the Board concur in Sir E. Grey's opinion that it is unnecessary that the note should refer to Dr. Hamilton Wright's report of the proceedings of the Shanghai Commission, and the only suggestion which they have to offer is that, at the end of paragraph 2 of the draft note, the words "are now setting on foot" should be substituted for "have now set on foot.
